MINUTES OF THE BOARD OF DIRECTORS MEETING OF THE HILLSBORO LE BARON CONDOMINIUM ASSOCIATION, INC. HELD ON APRIL 22, 2009, AT THE ASSOCIATIONS CLUBHOUSE
Present from the Board of Directors were Sam Bowling, President; Jack Mahony, Vice President; Fred DeJacma, Treasurer, Ken Koppenhoefer, Director; Dick Bergman, Director and Pauline Murdock, Director. Roman Bartkiw, Director was absent with prior notice. Present from Residential Management was Mark McKnight.
ROLL CALL AND RULING ON QUORUM
President Bowling called the meeting to order at 4:00 P. M. and ruled that a quorum of the directors was present.
APPROVAL OF MINUTES
Ken Koppenhoefer motioned to approve the minutes of February 16, 2009; seconded by Jack Mahony. All in favor. Motion carried.

A motion to approve the Treasurer’s Report was made, seconded and approved.
PRESIDENT’S REPORT
Sam Bowling presented the President’s Report, which is attached to the minutes.
Sam Bowling stated that due to past abuse, there would now be a deposit required for anyone wanting to use the Clubhouse for a private function.
He further stated that people have been throwing miscellaneous items from the balconies to the promenade on the East Building. He requested owners to please be considerate and refrain from throwing items from the balconies. He also requested owners to refrain from putting all kinds of inappropriate items down the trash chute causing it to back up.
REPORT ON T-MOBILE OWNER CONSENT FORMS
Mark McKnight, Residential Management Concepts Building Manager, reported that 124 Owner Consent forms were received by the management company in favor of entering into a lease with T-Mobile to install cellular antennas on the West Building roof. President Bowling stated that seventy-five percent owner approval (121 owners) was required to enter into a lease with T-Mobile. Bowling declared owner’s approval of the lease and a motion to approve entering into a lease with T-Mobile was made, seconded and approved with all directors in favor of the motion.
DISCUSSION REGARDING FILING A SUIT AGAINST THE MANUFACTURER AND SUPPLIER OF THE RUSTING UNIT ENTRANCE AND EXIT DOORS
President Bowling led a discussion of the rusting doors. He stated that the manufacturer and supplier of the doors had not responded in a timely fashion after their inspection of the doors on February 10 and 11, 2009. Bowling reported that 30 days were allowed by statute for a response to our claim. Bowling reported that no response was received from either the door manufacturer or the door supplier. Mr. Bowling reported that the next step in the claim process was for the Association to file a suit for replacement of the doors including labor, materials and legal fees to replace or repair the rusting doors. Bowling reported that the association’s lawyer has estimated the cost of a legal action and professional witnesses to be in the range of $100,000 dollars. After much discussion and questions by unit owners, a motion was made, seconded and approved by all board members in favor of filing a suit against the door manufacturer and the door supplier.
DISCUSSION REGARDING THE FEASIBILITY OF INSTALLING FOUR (4) fob-OPERATED ENTRY DOORS
Discussion was held by directors and owners regarding fob-operated entry doors to the East and West Building. President Bowling stated that the existing doors do not appear to meet existing building codes and require frequent maintenance. Bowling stated that entry door replacement cost is included in the current assessment of unit owners. A motion was made, seconded and approved by all board members in favor to obtain competitive bids for the installation of fob-operated entry doors. President Bowling appointed Directors Bergman and Koppenhoefer and Don Moscone, Owner, as a committee to evaluate the various fob-operated systems on the market that will survive the beach atmosphere.
EMERGENCY DOOR PAINTING
President Bowling reported that Flack Painting had been hired to refinish and paint two rusting doors as a test. If the test is deemed successful, the balance of the rusting doors will be painted this summer. The cost of preparation and painting is $80.00 each.
